Thomas B. Brannon was born in Pennsylvania. In the 1860 Federal Census he was listed as a laborer living in Sandy Lake, Mercer County, Pennsylvania, with his wife Rachel Harriett Leet (1836-1918), the daughter of Sherman Leet and Sarah M. Truesdell of Vienna. Rachel Harriett Leet Brannon's brother James Warren Leet served as a private in the 125th Ohio Volunteer Infantry as a musician.
Thomas B. Brannon’s name appears on the 1890 Veterans Schedule, a special component of the Federal Census of that year to gauge how many soldiers and widows were receiving military benefits and pensions. After Thomas's death in 1896, his widow lived with various of her daughters in Fowler (1900) and Niles (1910).
